Isn't pantyhose just a term for sheer leggings?

Leggings are like thin stretchy pants and don't cover the feet. Pantyhose are a development of stockings, so they cover the feet.
Pantyhose and leggings may be similar, but one covers the feet, the other does not - big difference. To me, the visual break above the ankle created by leggings makes a girl's leg look shorter, and so makes her look heavier, where the continuous line of either stockings or pantyhose makes a girl's leg look longer and sleeker.
